Zelensky appoints Yermak to lead Ukraine's peace delegation

On March 15, Ukrainian President Volodymyr Zelensky issued a decree establishing a new delegation for international peace negotiations. The official decree, published on the president’s website, appoints Andriy Yermak, the head of Zelensky’s office, as the delegation leader. Other key members include Foreign Minister Andriy Sybiha, Defense Minister Rustem Umerov, and Yermak’s deputy, Pavlo Palisa.


The decree grants Yermak the authority to adjust the delegation’s composition, provided he receives approval from the foreign minister. He is also empowered to bring in additional government officials, advisors, and experts as needed to support the negotiation process.

Yermak, Sybiha, and Umerov were previously involved in talks with U.S. representatives in Jeddah, where they negotiated a 30-day ceasefire under relatively constrained terms. The agreement included a loosely defined provision that would allow U.S. companies to participate in Ukraine’s precious mineral mining sector.


Currently, Ukraine, Russia, and the United States are engaged in discussions regarding a potential ceasefire. A U.S. delegation recently visited Moscow, after which Russian President Vladimir Putin expressed willingness to consider a ceasefire agreement. However, he outlined several conditions that, if accepted, would significantly limit Ukraine’s sovereignty.


Following the Moscow discussions, President Donald Trump indicated that the U.S. had received "some pretty good news" regarding the Ukraine-Russia ceasefire negotiations, though he did not elaborate on the specifics.


Yermak has built a reputation as one of the most influential figures in Ukraine’s political landscape. As Zelensky’s chief of staff since 2020, he has been described as wielding unprecedented power within the Presidential Office. His role has attracted scrutiny, with some critics arguing that his influence extends beyond traditional political boundaries.


In recognition of his impact, Politico named Yermak as a finalist in the "dreamers" category of its annual list of Europe’s most influential people late last year. The publication noted that nearly three years into Russia’s full-scale invasion of Ukraine, Yermak had shifted his focus from military victory to securing a sustainable peace.


A former television producer, Yermak has played a pivotal role in shaping Ukraine’s strategic approach to both war and diplomacy. Politico has referred to him as "The Fixer," highlighting his indispensable role as Zelensky’s top aide and gatekeeper.
